Man charged with molesting 8-year-old twins

A warrant has been issued for a man who allegedly molested 8-year-old twins in 2016.

Ronald A. Govner, 26, of the 4110 block of Euclid Avenue, was charged Thursday in Allen Superior Court with four counts of child molesting — two Level 1 felonies for having sex with the girls and two Level 4 felonies for fondling them, according to court documents.

The alleged molestations occurred May 1 through December 2016. On Dec. 19, the twins' mother noticed abnormal stains in their underwear and took them to a doctor to be examined. Both girls tested positive for gonorrhea and the girls identified Govner as the man who allegedly molested them, according to a probable-cause affidavit.

The mother, who had had an on-again, off-again relationship with Govner, told police Govner babysat the girls while she was at work. 

One of the twins told police he carried her from her bed to another bed when she went to sleep. She told police she tried to go back to her room, but he wouldn't let her. She said Govner allegedly grabbed her arm when she tried to get off the bed.

The other twin told police he allegedly molested her on the back couch when the other kids watched TV. She said he would wrap a blanket around them when having sex and would stop when she wriggled free from the blanket.

The mother told police Govner gave her gonorrhea in 2015. She said she told him about the positive test results but he denied the allegations.
