Couple charged with sexual misconduct of 15-year-old

A Fort Wayne man and his girlfriend have been charged with sexual misconduct of a 15-year-old girl in January.

James D. Hess, 31, of the 4000 block of South Calhoun Street, and Billie Sue M. Stephens, 21, of the 400 block of West Lincoln Highway in New Haven, were charged Wednesday in Allen Superior Court with sexual misconduct and contributing to the delinquency of a minor, according to court documents.

Hess, who appeared in court Friday, allegedly picked up a 15-year-old runaway from Ossian on Jan. 8 and took her to his residence, where he and Stephens got the girl high on marijuana and then took her to bed, where both performed sex acts on the girl, according to a probable-cause affidavit.

The next day Hess and Stephens allegedly had a friend come over to give her a tattoo, telling the girl to lie about her age, the affidavit said.

The girl told police she then ended up in a motel with three guys and was drugged again while they performed sex acts on her. Afterward, she was taken to another place for a couple of days and then dropped off Jan. 13 at McDonald's on Stellhorn Road, the affidavit said. 

During a police interview, Hess said a friend told him the girl was in trouble and picked her up. Thinking the girl was 18, he said they smoked marijuana and he attempted to have sex with her but stopped because she was a virgin. He told police it was days later when he found out the girls was 15, the affidavit said. 

During a police interview, Stephens said she and Hess had performed sex acts on the girl, the affidavit said.

An arrest warrant has been issued for Stephens, who also goes by the name Billie Sue Burden.
