City Councilman Mitch Harper, R-4th, previously has suggested that the administration of Mayor Tom Henry has not always kept council up to date when negotiating contracts with unions representing city employees. So Harper this week introduced a bill that would require the administration to present contracts "to City Council for consideration in a timely manner following ratification."

City Council recently ended collective bargaining for all but police officers and firefighters, who are represented by three unions.
